The main causes of the difficulty of assuming intercultural education for all were the following: the existence of a strong racism in society, often hidden and concealed by a discourse that support miscegenation, which denies Cultural differences and sees inappropriate to introduce aspects relating to different socio-cultural groups in the school curriculum, under the pretext that it weakens the common culture and social cohesion.​

Another cause for the precarious presence of the intercultural perspective in schools was the absence of this theme in the teacher training centers.
