This problem was mainly deal with in Peru and Bolivia.

The main causes of the difficulty of assuming intercultural education for all were the following: the existence of a strong racism in society, often hidden and concealed by a discourse that support miscegenation, which denies Cultural differences and sees inappropriate to introduce aspects relating to different socio-cultural groups in the school curriculum, under the pretext that it weakens the common culture and social cohesion.

Another cause for the precarious presence of the intercultural perspective in schools was the absence of this theme in the teacher training centers.
